The White House is predicting a more optimistic view of the future, with this new spending budget. but he states a warning as well that we may be recovering but we aren't out of the woods yet.

In my opinion I would say that they can make all the predictions they want but nothing ever goes to plan. I like to say that plan for the worst hope for the best. I also would like to point out we are recovering so we must be going in the right direction.  (if you can understand what they say I would visit the sight so you can see what I am talking about.)
